The Office of the Governor

The Governor of an Indian state occupies a position of unique constitutional significance. Under Articles 153 to 162 of the Indian Constitution, the Governor serves as the constitutional head of the state — a role that combines ceremonial dignity with substantive responsibility. As the 19th Governor of Haryana, Ashim Kumar Ghosh holds this office with the gravitas and scholarly discipline that have defined his entire career.

Constitutional Responsibilities

The Governor's constitutional responsibilities are extensive and multifaceted. Under the Indian constitutional framework, the Governor exercises executive power of the state, which is carried out either directly or through officers subordinate to him. The Governor appoints the Chief Minister and the Council of Ministers, and serves as the link between the Union Government and the State Government — a role that is vital to the functioning of India's federal system.

Perhaps most significantly, the Governor plays a crucial role in the legislative process. The Haryana Vidhan Sabha — the state legislature — cannot function without the Governor's constitutional sanction. Bills passed by the assembly require his assent before they become law. The Governor also has the power to promulgate ordinances when the legislature is not in session, and can reserve any bill for the consideration of the President of India. These are not perfunctory responsibilities; they require the Governor to exercise informed judgement, weighing the constitutional validity and policy implications of each legislative action.
